If you look closely, you can see a strand of drool making contact with the ground. That's how the Yukkuri is electrocuted.
From what I see, I reckon I've got a credible story.
In the first panel, Reimu's cleaning the little ones' shit, taking it and burying it in the second panel. Finally she can be easy again, but in the third panel, the babies can smell the shit on her and puff up, thinking she's just an uneasy yukkuri. Reimu is obviously distressed by this, and two possible outcomes could come from there.
1. She killed the babies, and is trying to seduce Marisa to make more.
or,
2. She caught on, and cleaned herself up, and is showing off to Marisa.
