How do I create a new artist tag?

As title explains, how do I do it?
Do I just need to add an "artist:" prefix to the tag?

Apolgies for posting here again, but I faced a problem:
I uploaded post #70846 which contains a Hina
The issue is that the artist, too, is called Hina (using the same Kanji as the actual Kagiyama Hina), and using "artist:hina" doesn't actually add the artist tag
Trying with other pictures, it adds the character tag instead
How do I add the "hina the artist" tag?
