One Yukkuri Place

How would you treat yukkuri if they couldn't speak human language?

Like the title said, how would you deal with them if they couldn't talk shit to human? And how would we treat their intelligence level?

For what is worth, Jissouseki can't speak (or at least not to the same extent of yukkuri), but...

But they act annoyingly and do not appear as cute and as close to humans as yukkuris -_-

I would treat them the same as I would if they could speak. I will try and determine if they are good ones or bad ones and I would respond accordingly and try to stay my hand lest I be considered a psychopath or a bully (which might be the same thing >_>).

I'm quite sure there are at least a couple species of yukkuri, including Shizune, that don't speak like a human, average or not.
Even those who can't speak have their own way of communication, so I wouldn't treat them differently than I would a verbal yukkuri. Their behaviors determine how I treat them.

Easy: If it mess with things, kill it. If it does fine, treat it like an animal, taking care or using as food, etc...

It depends on how they behave I guess and how destructive they are. If they're invasive like rats, they'll probably be exterminated on sight and will be a common nuisance. If they mostly keep to themselves and only bother people occasionally, they'll probably just be treated like pigeons or any other city-life.

If they're friendly or assist in pest control (flan, remis), they'll probably get preferential treatment like hawks and other birds of prey.
