Do I need to turn it on or no? The text is there but not activating. Also for the main uta folder, should I copy the translated one over to the untranslated marisa and reimu uta folder? New to this game so confused on how to get this running.

Just copy the translated text folder over, run the program you tried before, and it should work fine if it's the right version. Also, keep in mind that most of the translation is being directed towards KoMarisa at the moment, so Adult Marisa, Reimu, and Alice won't have translated lines for the most part.
Ok. So it won't effect the yukkuri in the outside just the one in aquarium right?
Things that have been translated will be in english, things that have not been translated will not be in english. It's as simple as that.

Ok read carefully because it's a bit complicated:
When this game was first being tracked (by other people, I wasn't around then), this game was in alpha stage.
Eventually me and GNU/Hurdz started working on it and the game switched to beta stage. The beta was also the time I set up the Gitlab repository.
After version 2.something, the author once again changed the "stage": it became demo and the version started again from 1.0.
This week's update is called "Yukkuri Hakkei Demo Version LAST". This means that it's the last release of the demo version. It is unclear if there will be anything more after this, but given that it's "demo" and not "final" there will probably be.
The actual update has a lot going on: besides some new events, it also moved the majority of non-dialogues text from being hard-coded inside the game to external text files. This means the menu can be completly translated to a different language.
The translation is up-to-date, it works and also translates some of the items in the menu.
The translations don't work on my end for the last demo. Most of the text is gone for the menu and some options in the store are gone. So can't leave a section without force closing it.

Works for me. Are you sure you are using LAST?
8 hours later I realize that maybe you are not running the game in the japanese locale.
Each operative system has its own way to do it, so I can't help you with it directly.
Anyway, you have to run both the text updater and the game while the system language is japanese.

Just a little annoucement while I'm at it:
The translation is going forward and almost all of the aquarium menu is translated.
Soon you will be able to understand what an action does without having to actually use it!
@EasyV: I was running it on Japanese locale for win10 and did all of that still missing text boxes though.

I can only test on my setup, and it works there.
Nevermind, downloaded the latest translations and the problem is gone. Also how to delete a save? Have a save from the previous version and it's in slot 5.

The save file should be in the game's directory. Using the last version, saving a game in slot 1 creates a file called "save1". Check if you have any "save5" file in there.
Anyway, even though it shouldn't cause any particular issue, I suggest not overwriting previous versions when a new release is out.
When you download the game, extract it in a different place, move over any save file, then delete the old version (the apply translation if not done already.)

Small announcement: there was no new release this week, but the author is still uploading pictures of the game on its twitter and in general talking about it. Time will tell.

There were some news on the author's blog, talking about some new features involving NPCs.
Also the translation got more translated lines here and there. Make sure to check the Gitlab from time to time and update when there's something new.
Missing some options in the menu. No yukkuri food or toilet options. Were they supposed to be there yet or no? Haven't seen them.
If you ever played the beta or even the alpha, think of them as different games.
The translation only changes text: as long as you can read text, be it english or japanese, then everything works as intended.
If you think some option or action is missing, then that's the intended gameplay; it means you have to do something before unlocking it.
Edit: Found out that you need to buy the stuff to unlock. Thanks for the info.

edit 12/8/19: Has this happened to anyone else? I have an adult "scuminess: pure and innocent" adult Marisa and while watching her sleep; she started flashing an after image. Then a second adult Marisa appeared and got a breeder +10 achievement. That was weird.

I mean, the shop1 girl is cute but I have mixed feeling about this :I
