It's supposed to be Yuuka.
Because the Touhou character is Yuuka Kazami, not Yuka.

Plus, the extra 'u' in the romanization of Yuuka is to differentiate her from YUKAri (Yukari Yakumo), as some fans used 'Yuka' as shorthand for Yukari.
I'd say we should use Yuka with one U. It looks better and dropping a second o/u in a romanization is something commonly done even by the Japanese.
The new 1/8 Griffon fig has it as Yuka, as well as most (Japanese) fanart that shows her name with romanji.
On aside note. even the official sites use Tokyo and Osaka, instead of Toukyou/Tōkyō and Oosaka/Ōsaka.
We might as well discuss if we should spell Mokou's family-name as Fujiwara or Huziwara
I prefer Yuuka because it allows us to differentiate Yuuka from Yukari when using nicknames like Yuukarin. Other names with alternate romanization, such as Fujiwara/Huziwara or Momiji/Momizi, don't cause this kind of conflict.

Ok Yuka -> Yuuka is the last one. Not going to properly romanize the whole entire touhou crew, waste of time going back and forth.
Dropping long vowels is evil. Those who do so will be sentenced to the hell run by Fudou Myouou's retarded cousin Fudo Myo.
