I forgot about the sealed eyes, and I thought I had checked very carefully :/

create implication sealed_eyes -> eye_abuse

I think the sealed_* tags should not imply abuse.
While it might never happen for content normally uploaded here, I can think of a number of situations in which those tags can be used without depicting any form of yukkuri abuse.
