It does count, because: yukkuris are buns. Buns melt in water. With this, the bun is still exposed to water and will still melt. Probably slower, but it still will. Wearing a leaf on top doesn't make it 100% waterproof and no water can touch it all of a sudden. It's quite obvious a lot of the body is still exposed.
Family friendly picture, let's not argue whether it's going to melt or not.
