The wire is pulled about the height of the main battle tank's turret, and the half exposed tank commander (The vantage point from inside the tank is bad, and the tank commander will only be inside the tank when the infantry is close enough to shoot at the tank commander so he will be exposed otherwise etc). With the tank commander KIA, the tank's battle abilities will be lowered, so this tactic is very effective. If the wire is stretched too low, it will be caught on the spare parts hung on the tank and there will be no meaning to the trap, but there are cases where the mounted machine gun is caught and toppled. The explosive booby-trapped version also has a completely different usage. The explosive booby trapped version, if successful, not just one tank will be affected. If the trap is successful, the observation would be limited and the situational awareness would also be severely dampened. Depending on the situation, a tank squadron or a tank division may be affected as well. The different possibilities of the explosive booby trapped version can be considered as well, and it does not take too much time to setup either. It is possible to setup several decapitation wires and then on the last one setup an explosive booby trapped wire in order to conceal the true nature of this trap.
Actually, I'm not sure how long that tactic would work (against humans) since it could be defeated by putting up deflection bars... Of course, if it's an explosive trigger that's another story.
A few years back there was a kid who died the same way. It was ruled a homicide, since ropes aren't arbitrarily hung up like that in the middle of a forest.
In a neighborhood close to mine, a dude who was fed up with people ATVing on his property put up one of these. Ended up decapitating a man who was riding with his young son (who was too short). He should be up for parole in about fifteen years.
I think the decapitation wire and armoured cavalry is actually referring to yukkuris as if they were used as soldiers. Poweryoga suggested it from post #15657, and it makes a lot more sense if you think about it that way.

But if decapitation wire trap is successful, since the observation would be limited and the situational awareness would also be severely dampened, depending on the situation but, a tank squadron or a tank division may be affected as well. In case of removing decapitation wire, they must consider if the trap may explosive one then, it takes much time to remove and troublesome for them. Also as a deception tactics, concealing one explosive booby-trap in some decapitation wire traps is effective.
