Just because its a nuclear explosion doesn't mean it has to be really big. ANY explosion caused by nuclear fission and/or fusion would be called a 'nuclear explosion', regardless of size. So, if you could shrink the needed components enough, you could even have a firecracker sized 'nuclear explosion'.
Anyways, yeah, Mokou is probably one of the best choices for owning an Utsuhou-like yukkuri, what with her being incapable of dying. XP

It blew up a whole Factory Facility, and a nuclear explosion that big enough to do that will have enough spread to reach at least a 5 minute human walk (which mind you it isn't that far away as it may sound.)

We have no real idea of how big that facility was, nor do we know where in that facility Utsuhou was at the time of her explosion; If Utsuhou was underground at the time of her explosion, then a decent part of the explosive force would have been nullified.
There's also the fact that the forest Pachunyu was in probably worked rather well in decreasing the power of the explosions blast wave before it reached her.
Simply put, there's too many factors determining if someone/thing can survive a large explosion for us to say, with confidence, whether she should have died or not.

Considering that the Utsuho's are his favourite yukkuris and well, that kind of ending really goes against what he did here, i doubt it.
Sure, 'five-minutes walking distance,' but the Unyukkuri was underground. Far underground.
Also, fanon states that Unyukkuri explosions are not radioactive. Plus, the force of the explosion would have probably launched her away before the actual blast caught up.
