^Why would the you want the population to remain down? When yukkuris are everywhere, you can grab one off the street for free and allows for more versatility. When yukkuris are sparse, you'd need to pay quite a fee to go out and kill a family in some park and even then your methods of abyuse are more limited. (See True Hapiness, the price to kill a family of 5/7 was 9000 yen. Even then it's unsure if the park owners knew that the Reimu was pregnent.)
