While it's not explicitly stated here, I'm pretty damn sure the agriculture of Japan in this story's setting must've taken quite a blow.
I would assume this would require more government action to control yukkuri populations, including strays. This would include prosecution of people who simply release yukkuri into the wild and tighter protections of them during sales. The kind of things you see in the US to protect dogs and cats from animal abusers.

Though that probably means a lot of those Pest Extermination Squads from some stories being a more recurrent thing since chances are the only way Yukkuris would be tolerated with their pest like aspects and their high potential of biome ruin is for some serious population control or only allow them to live in captivity on prepared habitats.
Because in general Yukkuris at best are a semi invasive creature and ar worse they are a ultra invasive pest, and to add salt to the injury they have their nasty tendencies and capacity of speech to further make people angrier, so unless we find some magic user that can actually modify their nature both to not be as explosively reproductive and be more balanced minded, there is no way that Yukkuris can be left unchecked...hell...maybe even some level of SCP like treatment could take place.
So yeah...I can only see a future full of stress and extra taxes in the future of the Yu-World people...not an enviable position.

Well, cockroaches and rats are both vermin in our world, but we're not being driven into apocalyptic crises because of them. It's good to mention that a "Protection Act" does not mean a species is "protected". Only species that are near-extinction are given governmental protection, which yukkuri are almost never portrayed as being. I imagine a "Protection Act" in this case is less 'killing a yukkuri is taboo' and more 'in case of an invasion you must exterminate yukkuri properly, going out of your way to torment, burn, butcher and flay them alive is an animal rights violation'.
