From what i see, wasas never actually mature enough to take care of themselves. Or have self control. Just what i remember at the moment.
Kiriraitaa's wasas were more than capable of taking care of themselves Look at the one in "Between Studies", that even becomes a substitute mother "True Happiness" in retrospect is very ironic, because there the useless Reimu that can't take care of herself is the normal Reimu If anything the wasa is bullied by the sisters The Kiri's wasa that is actually useless and idiotic is the one in "Shell", but it's only one case, where even in single illustrations wasas and non-wasas are more or less equal
Going back to the topic of the image, from what little I could gather from the text, apparently the owner wiped Reimu with tabasco sauce
