I think you misunderstood how the tagging system works.
It works like this: Nothing bad happens to a yukkuri nor there are a few other things described in the wiki page -> the post gets the family_friendly tag. Nothing bad happens to a yukkuri but there are a few things listed in the wiki page -> the post gets only the non_violent tag. Something bad happens to a yukkuri -> the post gets none of those two tags.
Pools are not tagged, posts are. If a pool has posts not eligible for the family_friendly tag, none of the posts in the pool can have that tag. However, they can still get the non_violent tag. If you see a post in a pool without the family_friendly tag, the pool is not family_friendly.

There are several tags that leads to abuse content. Probably ppl that post them didnt fel the need to tag "abuse" because the other tags imply it already. Not saying you're wrong. I think it should have abuse tag in abuse stuff. But idk how the rules works for this tag in specific. An advice: See the tags? I bet 99% of them are not used in FF pics. To better filter abuse stuff add them to your filter.
Abuse tag is redundant in most cases. Vaguely remember having a discussion on whether it's a useless tag or not since it would bring back a good 80% of the results on this site. If you need it to blacklist feel free to add it.
I think this is a reason good enough to use the abuse tag. "violence" also falls in a similar situation as it's a relatively redundant tag that is useful for mass blacklisting.
As I said, there are lots of tags of situations that occurs only in abuse stories. I bet if you blacklist "gutter trash" half of abuse stories will not show up lol Its so easy to filter content.
