Badge tiering systems are pretty much abandoned nowdays. Most artists nowdays just depict badges essentially as dogtags, they're there just to indicate that "this thing is owned by someone else don't kill it". Their badge colors no longer indicate their intelligence or anything.
At least gold and sliver ones are of some value were they not spoiled.
