Nonsense. Remember,you're not dealing with humans here. Something like this may be irreparable in humans, but Yukkuri are pastries, and what do you do when a pastry doesn't have enough filling? You add more. Honestly, if you feed them enough, they'll turn healthy eventually, but pure sugar and the appropriate filling (whipped cream in this case) will expedite the process, lengthening the time they'll be conscious and reducing the parent's stress for the well being of their children. The only way you could keep them like this is if you kept them in a state of near starvation for their entire lives, and I wouldn't want to talk to the type of sicko who'd do that. Now keep in mind that every minute they're in this premature state is a minute where they're not able to think for themselves, or learn what is right or wrong. They're entirely going off instinct (eat, poop, cuddle with mom, sleep, repeat), so the sooner you're able to make them healthy, the more time you'll have to teach them to be good girls.
Another thing is, when they fell off the stalk like this, they couldn't give their greeting, so their parents are super concerned, so you have to watch them, and make sure they know the kids are gonna be all right. When they become fully developed, they'll give their greeting, so that's when you know they're ready. After that, everything will be fine, and I recommend beginning manners training immediately afterwards.
