To be used when you know, or feel like, there are more tags to be added but don't know, or can't remember/find them.
Not to be used as an excuse for laziness; tag your uploads as best as you can. This includes when go to upload an image/images. If you can't upload images without taking the time to actually tag them to the best of your ability then you shouldn't be uploading then.
