Depends on who's story you're reading and where the yukkuri are. Gutter trash yukkuri tend to breed far less, as food is harder to obtain and shelter is harder to find. Wild yukkuri tend to breed like rabbits, as food is more plentiful, and since they can just eat the grass and not have their taste buds ruined by human food, they can sustain their families easier.
It's been discussed that yukkuri in city life aren't stupid when it comes to family -- they know if they have lots and lots of kids, they won't be able to provide, and thus, all of them die.
After all, she clearly already owns two Momijis. Why not?
Besides, screw her. She was stealing from that family. They sang and performed (somewhat poorly) for peoples' entertainment. They weren't harming anyone.

I imagine in these universes, stray yukkuri populations are rather high, and so they're somewhat perceived as no different from infestations of insects. I would assume if they were truly represented by law, then there'd be a greater movement to shelter them, even if it meant putting a few (dozen) to sleep (permanently, then grinding them up for food) in order to control their population.
That may not necessarily be true -- this is a step forward. It switched her reaction. Her stubbornness may be gone, and thus, can simply be nudged into saying different things (since she probably doesn't know -how- to be nice yet)
I don't live in the shed, and it made a shelter. Give it a chance, talk to it. If it turns out to be a nice one, I'll let her stay and she can maybe be a pet (or outdoor pet)
Depending on the strength of their family bonds, yukkuri can generally be either totally ignorant of their dead, or go so far as to build graves to mark their lost family members.
