Here's a tip that you can find useful (this includes all the newcomers reading this fiasco of a thread):

When browsing a new site with user added content (like imageboards), the first thing to check is the date of the latest update. Anything more than six months means that the site is as good as dead.

Abyusebooru is a dead site, don't care. This is the only site where it's updated on a frequently basis outside of Japan.

Also the majority of the visitors on this site are actually from Japan and China, stuff from here gets reposted all the time on teiba (chinese bbs).

It does, and in general all servers have a hosts file you can edit to block out certain IPS (even on your own computer). But IP banning is not an end-all solution. If someone is determined enough they can also come back. The point is to make it an inconvenience for them to come back and to make them understand they're not welcome.

How do you know of such thing? tracking people locations its an CIA thing.

Website log, site analytics.
Looking for origin country are usually easy with built in tool for site admin.
If you have any friend with website that use things like Google Analytics, you can ask him how much privacy is ignored by those analytics services.

It can be fooled of course, but most peoples don't bother spoofing the information.

You know,due to connections problems,i asked a friend in Brazil (i made a few friends in trip to that country) to let me put a some sort of device on his cpu,so i could acess internet via his connection,its a wierd thing,the only drawback is that it mask my ip.

Web servers log IP addresses, and different countries have different chunks of IP addresses. It's standard for web server deployments to run reports on these sort of things.
