It's just one of those things in translating where the subject has been implied. So, really, it's that there's no subject stated, so getting it into English means having to decide between omitting the subject but potentially altering the phrasing ("Haven't you been allowed to take it easy?"), or having to just insert something for the subject (He/She, Mister, etc...) that wasn't specified in the actual texts.
