I am assuming that a yukkuri stand has the same proportionate strength- meaning that Star PlatYUnum has about the same strength as a human being. Thankfully with limited yukkuri intelligence they still wouldn't be a significant threat to most people.

Well, you technically need some sort of spiritual or psychical power to summon Stands, which in general yukkuri lack.
I think, beyond magic danmaku, yukkuris can't potentially do any other form of power, it's like expecting traditional robots to do magic, ki or holy light healing, their artificial nature limits them to "science" powers. For yukkuris only a simplistic form of magic would work, unless you are some high tier wizard that can "reconfigure" yukkuris from their core to do stuff beyond some low tier imitations of touhou magic.

This isn't a touhou yukkuri though, even if yukkuri's existence has a basis in touhou.
Personally I want to believe solely because it's not likely that we're going to see fifty million comics with Jotaro yumkuri the way we see with all the Touhou characters. With that in mind making them OP for laughs is alright.

Different kind. This jotaro yukkuri is more of a parody in the way all yukkuri are parody to Touhou stuff on some level. The parody of the one you linked to uses the yukkuri medium to mock the typical fanfiction writer-type people that swarm over other more popular sites. In short, the kind of people who usually don't even know, let alone care about, Yukkuri.
