Heh, Marisa isn't ordinary, hard worker instead of natural genius maybe, but she doesn't represent the Ordinary Folk, her magic is too strong like to consider her badass normal or ordinary, but being honest, who does in Touhou?

Maybe Marco from Metal Slug, the guy can do wonders with average weapons, tanks, or even with only a side arm and grenades, hell, He and his team even defeated a fricking Giant Demon and made it run away back to hell like a little bitch.

From the panel discussion (Kanako, Byakuren, Miko), existence of human in Gensoukyou is not as person or population. Gensoukyou is made for the fantasy creatures whose existence is threatened as human moved from age of the unexplainable to the age of science and reasoning (see the chat between Mariabell and Renko). Human is there because the existence of those fantasy are created from human's faith and fear.
Magic is totally normal if you keep it among the character with individual existence and keep out the mob. Remember, in Gensoukyou, even Remilia's ability is merely the manipulation of fate (nothing to get excited about, really) and Akyuu is only remembering everything in her life to pass it down to her reincarnated self.
