I dunno, people seem to "ignore" them more than beat them up for making noise, usually the beat up comes from A) Abusive anons proactively hunting them B) Yukkuris being Obnoxious and Shitheads and someone finally snapping at them. So I don't think it's a Truth Tag worthy pic.

I think its just the author's poor choice of words (and/or translation flubs) addressing a hard subject.
That said, the latter half of the comic's text is definitely "truth". Why stick your neck (no pun intended) out for someone when you KNOW it will (almost) certainly result in your death?

Yeah that maybe more fitting for the Truth tag, I still have doubts though.
The depressing rule for yukkuris living in human territory... that is not making noise. Saying greetings and the like in a loud voice is out of the question. Fools who do such things will not be let off lightly by humans. Children playing, students seeking stimulation, people desiring an outlet, and Abusive Misters... Out of interest, to relieve boredom, to vent irritation, or just for fun... Yukkuris who are spotted by humans will be tormented without even knowing why. Their cries for help will reach no one, not even their own kind.
