No, danmaku post PC98 doesn't kill, that's the whole thing with the Spell Card rule, a competition that doesn't kill. If those participating actually have powers that could easily kill thousands of people or something, that's another story, but they don't use them if they can't be "non lethalized" for the Spell Card Competition.

Danmaku rules only prevent you from killing if your opponent is human. Physical strength based attacks are also allowed but not to be repeated (read: "If my punch hits you, you're dead. But don't worry! I'll only throw it once!")
Oh and if you're not a human and you lose; sucks to be you, I hope you put on a good show or I might entertain myself by counting the number of punches your face can take before it caves in.

I always interpreted the rule as "You can't kill the loser of a match/round/whatever if the loser is a human....however if your starting/first attack managed to kill the opponent right then and there then you're exempt from the rules"

Forgot to add that the "No killing loser if human" rule doesn't prevent the following:
1. one from beating someone within an inch of their life, stopping and then resuming said beating after the victim had a breather. 2. Inflicting fate worse than death/I must scream fates onto the hapless loser.

The Touhou wiki translation is pretty straight-forward.
If victorious against a human, you may not kill them.
If you're looking for loopholes, the game is over. Aya bodyslams you at full speed and insta-gibs you. Suika throws boulders and turns into a giant to stomp on you. Utsuho crushes and incinerates you with the gravity well and heat output of an artificial sun.

Meiling uses danmaku, she doesn't go around the rules. IaMP/SWR/Hisoutensoku are in a class of their own.

Dude, that's about the same thing I said =/. You can't kill a human if you're the winner, but at the start of a match they're neither no winner nor loser. If one's first actual attack kills the opponent, you're no breaking the rules.

Some of her spellcards are a series of physical attacks. After further looking I find this.
Spell Cards however don't seem to be limited to magic. Such as if someone is able to call the power of a god like Sanae or has a certain amount of Equipment like Nitori or Marisa using the Mini-Hakkero while her "Final Spark" Spell Card lasts. Everything that can be used as an attack counts as a spell card, including everyday objects. Kogasa Tatara throws umbrellas in some of her spell cards while Minoriko Aki has used potatos.
Each spell shall be given a beautiful and meaningful name.
Spell cards are specially-named techniques, and they must be declared upon use.
Well I guess physical attacks aren't rule breaking as long as they're beautifully named. Hell it seems that anything can be use for spellcards/danmaku if you give it a name.
can we all just agree that the dosu has signed it's death warrent by assulting a little girl, I mean come on, I draw the line at child abuse when it comes to compassion, the moment a child gets hurt the gloves come off and the torture begins.
I'd start by tapeing it mouth shut and cut up it's feat. Than i would tare off it's penipeni and shove my fist inside it mamumamu and pull out anything I could find. After that I would rip out all it's hair take it hat and any mushrooms it carrying away. Than untape it's mouth just long enough for me to shove a mushroom down it's throught and watch it expload from it not being able to release a dosu spark.
