This park is located in remote place, so the park is just abandoned and the yukkuri are left to fend on their own. And because it's located far from eyes of the society, they can do their abyuse.
The law seems to be made for human though. Although there are park made into reserve managed by yukkuri lover organization, there are also parks where the population are euthanized.

There -are- trespassing and criminal mischief laws for stuff like this.
Also, remember that most of us can't read Japanese, so I had -no- idea what was going on. Just some closed park and two guys broke into it. I figured, "Well, abyusers always pay out the butt to put stuff in a yukkuri's, so something must have happened to shut the place down"
Hence my hypothesis about a dosu.
Still, would be interesting to see them be attacked.

Going off of the reserve thing, it would actually be pretty interesting to see something about a genuinely well-intentioned but struggling and imperfect park.
Since it seems like a setting that allows for conflict and tragedy, but simultaneously allows for an actual sense of hope. The feel would be closer to just "life is hard" than "the entire world is out to make yukkuri miserable"
