And for your question, basically those are yukkuri that works under human as part of the agreement, the human will give them food and shelter in exchange of their contribution (like cleaning the street, helping human, caring plants, chasing stray yukkuri, etc). Like the picture show, being a civic yukkuri is much better than being a stray, as long as they follow orders, they can live, not comfortable as pet but not harsh as stray either.
We don't have lots of manga about those yukkuri (also it doesn't help that we don't even have a tag for them), but there are some anko that depicted about them, you can check those out if you are curious, example: anko4535, anko4403, anko4277.
Personally, I really like those stories about them, a fresh wind compared to those usual pet/stray/wild yukkuri story.

This sounds way too close to pet yukkuri to warrant it. I think the reason the scenarios you described don't come up often is because yukkuri are too weak, small and soft to serve as beasts of burden.

Nah, they are different things, read the anko if you are curious. The civic yukkuri concept is already appear a really long time ago, but not many people draw about them. Main difference between them is one is a pet and one is employee (at best) or slave (at worst), and they are easily replaceable.
